When an important document is lost, most issuing authorities will not release a duplicate until you have published a notice in a newspaper. The purpose is to put the loss on public record and protect against misuse.

Documents that usually require a notice

• Educational marksheets, degrees and certificates
• Passports
• PAN cards and Aadhaar
• Driving licences and vehicle registration certificates
• Share certificates and fixed deposit receipts

What to include

The notice should name the document, its serial or identification number, the date and place of loss, and your contact details. Precision matters — the issuing authority will match your notice against their records, and a wrong certificate number means starting over.

File a police complaint first

Not every authority insists on it, but a police complaint or FIR copy alongside the published notice makes the duplicate application considerably smoother. For passports and financial instruments it is effectively mandatory.

Choosing the newspaper

Publish in a paper circulating either where the document was lost or where the issuing authority is located. Universities and examination boards sometimes specify a particular newspaper — check your application form before booking, because publishing in the wrong paper means paying twice.

After publication

Keep the original newspaper page. Most authorities require the physical clipping attached to the application, and some ask for the full page rather than a cutting so the masthead and date are visible.
